When only closing the gate tiles the tower next to them are still
passable rendering the card useless.
To fix this also lock the towers.

* Give tyrant more options to gain repression marks
* Let the tyrant redistribute store cards
* Add more agressive spell
* Let tyrant interact with player decks

* let houses protect from hail_of_arrows
* give grand_inquisitor attack
* increase the_tyrant's attack
