add experimental diagnostic support
* Diagnostics highlighting can be enabled with the vis option 'lspc-highlight-diagnostics'
or by setting highlight_diagnostics to true in the lspc table.
* The new vis command lspc-show-diagnostics is added which shows all
diagnostics for the current line
